This allows other people with this same Ability to know about your available Targets and 'lock' onto them even if they are not in visual range. For example a Sniper can shoot someone through a Wall because there was someone else on the inside informing the Sniper of the target. This also provides an advantage bonus too accuracy for every member who can also see the target and has Co-operative Targeting.
